In the early days after Katrina struck and devastated New Orleans the estimates of required federal aid was calculated at circa $200 Billion. This caused a significant concern in the financial sectors - who voiced that such a large influx of "new money" into the recovery zone would create a negative impact within the private lending sectors.

Addtionally, at that time, the U.S. Defence Department was petitioning that $200 B would be immediately required in order to continue the Iraq Campaign - a volatile security issue for the U.S.A. - and, originally, a necessary war in order to use up outdated military supplies (since 1991).

... There was very little for debate here ... people would abandon real estate in New Orleans zones ... And, there was no political gain through witnessing American soldiers in Iraq being jeopardized by under funding.

Hence, with North Korea saber rattling, will the U.S. Defence Department again succeed (in conspiracy with the private financial sector) in diverting federal aid away from domestic citizenry entitlements after Harvey ? ... Will Houston become the financial swamp that was New Orleans - when more than 200,000 people were disenfranchised of their real estate ?
